AI Council launcher (one-click start a council from your default panel)
The AI Council launcher in the Prompt Tools sidebar group is a one-click action row that opens the AI Council and immediately starts a new council from your default panel, falling back to the guided setup wizard on first use, plus where the optional Councils section shows in a hub's session list.
What it is
AI Council in the Prompt Tools sidebar group is a one-click launcher: click it and Omniscio opens the AI Council and immediately starts a new council using your default panel — the multi-model "ask once, hear from the whole panel" feature, where a judge model synthesizes a single best answer. It is the fast path to a council: no template picker, no setup screen. If you have never set up a council, the first click opens the short guided setup wizard instead, then it is one click forever after.
It is an action row, exactly like Bake-Off — clicking it does NOT open a panel or spawn a
raw session; it fires the launch. The row appears only when the AI Council feature
(multi-model-council) is turned on, and you can add or remove it from the sidebar like any other
row (via the sidebar's item picker).

Where councils live in the sidebar (opt-in per hub)
The AI Council has its own home in the AI Tools group (the browse-your-councils hub). Separately, each hub's session list can show a "Councils" section, but this is opt-in per hub — it does NOT appear in every hub automatically:
- It shows in the standalone AI Council hub (always), in any hub you opt in, and in any hub that already has councils (so existing councils are never hidden).
- To add it to a specific hub, right-click the hub, then "Show AI Council." Right-click again ("Hide AI Council") to remove it.
This keeps the session list clean in hubs where you don't use councils, while the Prompt Tools launcher stays the fast way to start a council anywhere.

How the click behaves
- You have a default council (a template marked default, or any template): it creates a council from the best one — your project default, then a global default, then your first template — and opens it, ready for your question.
- First-ever use (you have never completed council setup, or you have no usable template): it opens the guided setup wizard so you can build a panel, then launches.
- Nothing is spent by clicking. The launch only creates and opens a ready council; money is spent only when you actually ask the council a question, and your daily council spend cap still applies.
